BCM Renovate 9 Stations on The Hither Green Blockade

Enable Infrastructure (formerly known as BCM Construction) Renovate 9 Stations on The Hither Green Blockade for Network Rail, under the Buildings Asset Management for Kent & Sussex Framework.

The works completed included extensive Repairs, Platform End Gate Installation, Tactile Installation, Platform Deep Cleaning, Drainage, White & Yellow Lining, Platform Coper Work, Canopy Structures and Decorating works to station platforms at Bromley North, Chislehurst, Elmstead Wood, Grove Park,Hither Green, Lee, Mottingham, New Eltham and Sundridge Park.

The train operating company (TOC) across this region fall under Southeastern Railway, who we worked collaboratively with on access and handback.

Working towards the same goal with Network Rail & interfacing with other sub-contractors ensured the successful delivery of this project, thus enforcing NR’s initiative of #PuttingPassengersFirst

The Challenges

The majority of the works took place in the Easter weekend of 2020. On this weekend, Enable Infrastructure had to complete works at 9 stations providing resources and planning accordingly to co-ordinate our teams to complete the works in the available possession period.

The Solutions

Enable Infrastructure utilised our 10-week lookahead process to assist in the planning of these works. The 10-Week Lookahead report report showed the works required 10 weeks out from the possession providing visibility to the Project Manager and team leaders as to the resources required over the weekend. The process assigns staff early in the process with the lookahead promoting the early raising of resource issues. Across the weekend, Enable Infrastructure had over 90 resources working of our sites.

An additional challenge was that these works took place  2 weeks after the UK Government instructed a lockdown for the COVID-19 pandemic. Although there were calls to delay works, Enable Infrastructure were able to alter our processes to carry out the works in a safe, socially distanced manner. We were highly commended by Network Rail and the rail industry for the speed in which we established safe working processes to enable our works to proceed. This was only possible due to our efficient management processes.
